There comes a point in life when you want a change from your mundane lifestyle. This change can be in the form of visiting a new place, making new friends, selling an old bike and buying a new one or moving to a new city altogether. While the first two do not require you to go through any documentation process, the last two make it mandatory for you to follow a string of documentation. When selling an old bike or car or relocating to another city, you need to produce a no-objection certificate with other important documents like Car Insurance, RC Book Copy, PUC, etc. Read on to know all about NOC and how you can apply for it online.
What is a no-objection certificate?
No objection certificate, NOC, is a legal document issued by the Regional Transport Authority stating that they do not have any objection over the details mentioned in the certificate; the certificate also certifies the release of the vehicle from the existing RTO’s jurisdiction.
With a no-objection certificate, the vehicle owner can easily register his vehicle at the RTO of another jurisdiction; it also authenticates that the vehicle owner does not have any liabilities with respect to challans, taxation or any dues.
Importance of NOC for vehicle
As per Motor Vehicles Act, 1988, it is mandatory for a vehicle owner to obtain a No Objection Certificate in the following scenarios:
- Sale or purchase of the vehicle
- Vehicle owner’s demise
- Auction of the vehicle
- Moving vehicle from one state to another or from one UT to another
How to apply for a No Objection Certificate Online?
You can obtain a NOC for your vehicle online through the Ministry of Road Transport and Highways website-Parivahan. It is important to note that all states do not allow for the application of NOC online, therefore you must first check with your RTO or the name of your state in the list permitting online application.
- Visit https://parivahan.gov.in/parivahan/
- Enter your vehicle registration number and click on proceed
- You will be redirected to another page where you can select, the ‘Application for No Objection Certificate’ option
- Enter the last five digits of your vehicle’s chassis number
- Enter all the required information and details
- Upload the necessary documents
- Pay the applicable fee
- Save the form and the payment acknowledgement receipt generated
- Submit the form along with the receipt and required documents at the concerned RTO
Documents required to get NOC for vehicle
The vehicle owner has to submit the below documents along with Form 28. Keep the below documents handy at the time of the NOC application.
- Copy of vehicle registration certificate
- Copy of bike / car insurance policy
- Tax payment receipts
- Print out engine and chassis number
- Valid pollution under control certificate
- Identity and address proof
- Passport size photograph
The fee of No Objection Certificate
As per Rule 81 of CMV Rules, 1989, you are required to pay the applicable fee at your existing RTO to obtain NOC. Usually, RTO charges Rs. 100 for issuance of NOC.
However, the applicable fee may vary from state to state
Validity of No Objection Certificate
Once issued, the no-objection certificate is valid for 6 months. Ensure that the vehicle is re-registered at the new RTO within this period.
In case of the vehicle sale, the new vehicle owner should register the vehicle at the nearest RTO within 6 months.
If the vehicle is not registered within 6 months, the entire application process has to be done again.
Conclusion
If you are selling the vehicle, it is important to get an NOC from the bank if you bought the vehicle on loan. RTO will not issue the NOC certificate without seeing the NOC issued by the bank. As a result, it is important to get NOC both from RTO and bank if you have an existing vehicle loan. And in case of transfer of vehicle from one state to another, no bank NOC is required. However, in both transfer of ownership and migration cases, NOC has to be obtained from the Non Crime Record Bureau to ensure that the vehicle is not involved in any criminal or anti-social activities.
